As part of the IEECP Conference, this dynamic hybrid session will bring together European experts, policymakers, and local authorities to explore how regions can put the Energy Efficiency First (EE1st) principle into action – especially through integrated planning for Heating and Cooling.

jointly organised by the Regio1st and CoolLIFE projects, the session will dive into practical tools, success stories, and key challenges faced in implementing energy efficiency at regional and local levels. The agenda includes:

  • An introduction to the Regio1st Planning Framework and tools to support regional decision-making
  • Insights on multilevel governance, policy outcomes and real-world applications across EU regions
  • A CoolLIFE-led segment featuring:
    • A project overview and key outputs
    • A live tool demo based on a real case
    • Good practices in sustainable cooling and highlights from financing schemes
    • Lessons learned and policy recommendations for effective implementation

The session will conclude with a high-level roundtable featuring regional representatives and EU stakeholders, discussing how to overcome barriers and scale up EE1st implementation across Europe.
